Horizon plans a Class A conversion of the former Burlington Coat Factory with a new roof, updated mechanical, electrical and life-safety systems, and a fully climate-controlled unit mix: 83,000 existing gross SF converted to 59,000 rentable SF, with 547 planned units, 100% climate-controlled.
West Mifflin is under a letter of intent executed September 21, 2026, which is non-binding until a purchase agreement is signed. The parcel is to be subdivided by the seller, and terms remain to be confirmed. The image shown is a concept rendering of the proposed design. As an adaptive-reuse conversion, the project carries construction, cost, permitting and lease-up risk.
